The Bank of Ghana in collaboration with other stakeholders has reformed the Primary Dealing (PD) System by restricting participation in the auction to only qualified institutions. Consequently, the number was slashed down from 37 to 15. Only new Primary Dealers are granted access rights to the Treasury Auction system from April 1, 2011.
